My information is, the ANSI C Rationale (only) is available by
anonymous ftp from ftp.uu.net in /doc/standards/ansi/X3.159-1989. You
have to order the standard yourself either from ANSI ($130) or order
the book "The Annotated ANSI C Standard", by Herbert Schildt ($40) because
sales of the full standard are the main revenue of the committee.
